Directive
2000/53/EC (ELV) Compliant
The
European Council at its meeting in Nice
on 7.8 and 9 December 2000 endorsed the
Council Resolution of 4 December 2000 on
the precautionary principle.
The Commission Communication of 30 July
1996 on the review of the Community strategy
for waste management stresses the need to
reduce the content of hazardous su bstances
in waste and points out the potential benefits
of Community-wide rules limiting the presence
of such substances in products and in production
processes.
The council resolution of 25 Jan. 1988 on
a Community action program to combat environmental
pollution by cadmium(') invites the Commission
to pursue without delay the development
of specific measures for such a program.
'electrical and electronic' or 'EEE' means
equipment which is dependent on electric
currents or electro-magnetic fields in order
to work properly and equipment for the generation,
transfer and measurement of such currents
and fields falling under the categories
set out in Annex IA to Directive 2002/96/EC
(WEEE) and designed for use with a voltage
rating not exceeding 1 000 volts for alternating
current and 1 500 volts for direct current;

Compliant
The
recycling of all plastic from end of life
vehicles should be continuously improved.
The requirement for dismantling reuse and
recycling of end of life vehicles and their
components should be integrated in the desing
and production of new vehicles. The
Directive should cover vehicles and end-of
life vehicles, incluing their components
and materials, as well as spare and replacement
parts, without prejudice to safety standards,
air emissions and noise control.

Having
regard to Directive 2002/95/EC of European
Parliament and of the Council of 27 Jan.
2003 on the restriction of the use of certain
hazardous substances in electrical and electronic
equipment(1), and in particular Article
5(1)(a).
For
the puroses of Article 5(1) (a), a maximum
concentration value of 0.1 % by weight in
homogeneous materials ofr lead, mercury,
hexavalent chromium, polybro-minated biphenyls
(PBB) and polubrominated diphenyl ethers
(PBDE) and of 0.01% by weight in homogeneous
materials for cadmium shall be tolerated'.
WEEE Direcxtive
2002_96_EC
The
Directive should cover all electrical and
electronic equipment used by consumers and
electrical and electronic equipment intended
for professional use. This Directive should
apply without prejudice to Community legislation
on safety and health requirements protecting
all actors in contact with WEEE as well
as specific all actors in contact with WEEE
as well as specific Community management
legislation in particular Council Directive
91/157/EecC of 18 March 1991 on batteries
and accumulators containing certain dangerous
substances(1).
Specific
treatment for WEEE is indispensable in order
to avoid the dispersion of pollutants into
the recycled material or the waste stream.
Such treatment is the most effective means
of ensuring compliance with the chased level
of protection of the environment of the
Community.
The
purpose of this Directive is, as a first
priority, the prevention of waste, electrical
and electronic equipment (WEEE), and in
addition, the reuse, recycling and other
forms of recovery of such wasters so as
to reduce the disposal of waste, It also
seeks to improve the environmental performance
of all operators involved in the life cycle
of electrical and electronic equipment,
e.g. producers, distributors and consumers
and in particular those operators directly
involved in the treatment of waste electrical
and electronic equipment.

to WEEE
Member
states shall bring into force the laws,
regulations and administrative be provisions
necessary to comply with this Directive
by 13 August 2004.
For
historical waste being replaced by new equivalent
products or by new products fulfilling the
same function, the financing of the costs
shall be provided for by producers of those
products when supplying them. Member states
may, as an alternative, provide that users
other than private households also be make,
partly or totally, responsible for this
financing.
